A detailed analysis of the air cargo market in the St. Petersburg region and Russian Federation was made to determine the market potential for developing a cargo zone (cargo village) at St. Petersburg Pulkovo Airport. A cargo traffic forecast was prepared and recommendations were made on how to stimulate the airport's cargo development.

Three potential sites for the cargo village were identified at the airport and evaluated to determine the most suitable location. For this location, alternative layout plans were prepared and evaluated taking into account the characteristics of the cargo market, existing airport layout and site conditions while at the same time safeguarding the necessary flexibility to cater to future developments.

A detailed financial analysis for the selected cargo village layout was made to determine the financial feasibility of the cargo village development and optimise the financial performance of the project.
